Police say that since July of 2017, members of the St. Catharines Street Crime Unit have been invovled in an investigation into the sale of Cocaine, Crack cocaine, Heroin and Fentanyl powder.

 

This investigation centred on a group of individuals believed to be both street level drug dealers and suppliers of Cocaine and Heroin mixed with Fentanyl within the City of St.Catharines.  Investigation revealed that this group was actively involved in selling these drugs using various cell phone numbers and working as an organized team of mobile drug dealers as a “dial for dope” style service.

As a result of this investigation members of the Niagara Regional Police Service St. Catharines Street Crime Unit with the assistance of the NRPS Intelligence Unit began an investigation into the actions of this group.

Based on this investigation, it was found that these persons made themselves available at all times of day and night, and as a result, this investigation was dubbed Project 365. This project utilized undercover Police officers who had purchased Crack Cocaine, Powder Cocaine and Heroin laced with Fentanyl from these individuals on numerous occasions.

During the early morning of Thursday November 2nd 2017, members of the St. Catharines, Welland and Niagara Falls Street Crime Units as well as the NRPS Intelligence Unit, 8 District Detective Office, Morality Unit, Guns, Gangs and Grows Unit, Opioid Enforcement Unit, Emergency Tactical Unit and K9 Unit executed eight residential search warrants and two vehicle search warrants throughout the Cities of St. Catharines and Niagara Falls.

Police have arrested and charged nine people with various drug related charges, and two individuals are still outstanding and are currently now wanted with the Niagara Regional Police Service.

Throughout the investigation, Police seized a large quantity of Cocaine which has an estimated street value of $30,000 and a quantity of Heroin mixed with Fentanyl. Police also seized $33,300 in Canadian currency which is believed to be the proceeds of the sale of these drugs.

26 year old Moktar Youssouf of St. Catharines
Trafficking a Controlled Substance to wit Crack Cocaine x 4
Trafficking a Controlled Substance to wit Fentanyl
Possession for the Purpose of Trafficking to wit Cocaine

ELAMIN was released from custody on an Officer in Charge Undertaking while the other parties were held pending a bail hearing which is scheduled for November 3rd 2017.
