Police say in the fall of 2015 members of the Niagara Regional Police Service’s Fort Erie Detective Office and the Welland Street Crime Unit initiated a joint drug investigation in the sale of cocaine at local licenced establishments in the City of Fort Erie, Ontario.
Project Closing time was initiated to identify and arrest parties involved in this illegal activity. Project Closing Time was a covert operation that utilized the assistance of police officers operating in an undercover capacity. The police officers infiltrated numerous establishments in the City of Fort Erie, Ontario throughout the late fall and early winter. As a result of this operation several purchases of cocaine were made from a variety of people located in or near the establishments. Charged as a result of this investigation are:
Richard Bartscher, a 33 year old resident of Fort Erie, Ontario is charged with 1 count of Trafficking in a Controlled Substance
Jessica Dixon, a 20 year old resident of Fort Erie, Ontario is charged with 1 count of Trafficking in a Controlled Substance
Johnathon Joyce, a 26 year old resident of Welland, Ontario is charged with 1 count of Trafficking in a Controlled Substance
Candace North, a 22 year old resident of Welland, Ontario is charged with 1 count of Trafficking in a Controlled Substance
Brianna Williams, a 27 year old resident of Welland, Ontario is charged with 3 counts of Trafficking in a Controlled Substance
All of the arrested parties are being released on an Officer in Charge Promise to Appear and given a future court date.
The investigation is continuing and more arrests are anticipated.
